This is our water saving device. We used recycled things.

It is a bucket filled with water with holes in the bottom. It hangs from a tree branch with some rope. The holes are plugged by a can filled with sand.

String is tied the can and goes over the handle of the bucket and a stick is tied to it. When you pull the stick down with your foot the can comes up and water comes out.

What a good idea not having dirty hands touching a dispenser. It looks pretty durable to me and the materials you have used would be easily replaceable.
The only concern I have is how stable the bucket would be when it is full of water. Water is really heavy and there could be a problem.
The sand would act as a good filter - is this what you intentioned?
