Why do fishing nets, by-catch and pollution kill penguins?

This photo is of a dead blue penguin found near Wellington in with a plastic offcut around its neck.  Not only is the offcut over the head but the bird has its bill caught in it - which probably killed it. Photo - Dave Houston.
